Lilley, AICP, City Planner <br />DATE:08/27/2019 <br />SUBJECT:CONTINUED: CONSIDERATION OF AN AMENDMENT TO CONDITIONAL <br />USE PERMIT NO. 92-12 AND PRECISE DEVELOPMENT NO. 19-03: A <br />REQUEST FOR IMPROVEMENTS TO THE CAR WASH LOCATED AT 300 <br />SOUTH BREA BOULEVARD, CURRENTLY KNOWN AS GATEWAY AUTO <br />SPA TO BECOME 5 N GO EXPRESS CAR WASH LOCATED IN THE C-G <br />(PD) GENERAL COMMERCIAL (PRECISE DEVELOPMENT) ZONE. <br />REQUEST <br />The Planning Commission is considering an Amendment to Conditional Use Permit No. <br />92-12 and Precise Development No. 19-03: to modify the use and make improvements to the <br />car wash located at 300 S Brea Boulevard, currently known as Gateway Auto Spa to become <br />5 N Go Express Car Wash located in the C-G (PD) General Commercial (Precise <br />Development) Zone. <br />RECOMMENDATION <br />Staff recommends the Planning Commission approve the Resolution approving Amendment <br />to Conditional Use Permit No. 92-12 and Precise Development No.19-03 subject to the listed <br />conditions. <br />BACKGROUND/DISCUSSION <br />BACKGROUND <br />This item was originally schedule for hearing for May 28, 2019. The applicant requested a <br />continuance and the item was hear at the June 25, 2019 hearing. After much discussion, the <br />Commission continued the item to a date certain, July 23, 2019, and directed staff to work <br />with the applicant to address concerns related to: circulation and access; hours of operation; <br />architecture and compatibility with downtown; operational noise impacts; parking for staff and <br />patrons; queuing and wayfinding; landscaping as well as site specific amenities. The details <br />of the request, history and discussion presented to the Commission in the May 28, 2019 and <br />June 25, 2019 packet are included in Attachment 1. <br />Although much progress had been made by the July hearing, the applicant requested <br />additional time to refine the plans, review the conditions and ensure they have responded as <br />thoroughly as possible to all direction received. The following information includes revisions <br />to the site plan, building elevations and materials, operational changes as well as landscape <br />and sign revisions.
