DEVELOPMENT COMMITTEE <br /> Minutes of February 6, 2012 at 8:45 a.m. <br /> Attendees: <br /> Committee: Councilmembers Ron Garcia and Brett Murdock <br /> Staff: Keri Bullock, David Crabtree, Kathie DeRobbio, Kevin Kelly, Yvonne Lopez, Eric <br /> Nicoll, Charles View <br /> Guest(s): None <br /> Meeting called to order by Committee Chairman Garcia at 8:50 a.m. <br /> APPROVAL OF MINUTES <br /> Minutes of November 6, 2011 were approved by Committee member Garcia, Committee member <br /> Murdock abstained. <br /> SCE Rule 20A Proiect Update (View)—Rule 20A is Edison's program that each municipality has access to <br /> funds for the undergrounding of utilities. Each city must identify a district and the general criterion is that it <br /> must be an arterial highway or other area of high importance or high traffic. <br /> At the November 7, 2011 meeting the Committee requested additional information for areas other than Elm <br /> Street near the Museum to consider. Staff presented two alternatives to Elm Street: Brea Boulevard North of <br /> Lambert to Central and Bern-Street North of Central. Development Committee recommends proceeding with <br /> Brea Boulevard North of Lambert to Central. <br /> The Tracks Proiect: Staff presented information on the bond financing as well as acquisition grants <br /> (totaling $914,000) pending for the acquisition of the railroad right of way between Brea Boulevard and the <br /> channel(approximately 4 acres). <br /> Birch Hills Community Facility Outreach : Staff provided an update on the three (3)meetings regarding <br /> the Birch Hills Community Facility highlighting the major points: one merged facility vs. two and the <br /> location. The final report will be presented to Council. No action is necessan-at this time. <br /> PROJECT UPDATES: <br /> • Madrona(formerly Canyon Crest): in process and plan review as well as updating environmental(EIR) <br /> documents. <br /> • Central Park Village: staff is continuing to work with developer related to the community facilities <br /> district. <br /> The next regular meeting is scheduled for Monday,March 5,2012 at 8:45 a.m. in Executive Meeting Room <br /> "E." <br />
