Direct staff to transmit a copy of the report to the State Office of <br />Planning and Research and Housing and Community Development. <br />BACKGROUND <br />In 2003, Brea comprehensively updated its General Plan. Included with its adoption <br />was an implementation program that identifies the community vision for the future and <br />establishes the fundamental framework to guide future decision- making about <br />development, resource management, public safety, public services, and general <br />community well- being. State Government Code section 65400 requires that an annual <br />report be given to the legislative body on the status of implementing the goals of the <br />General Plan. This report shall also cover the efforts made during the last year in <br />implementing the programs of the Housing Element as well as actual building permit <br />activity to show the progress made towards achieving our Regional Housing Needs <br />Assessment (RHNA) allocation. New this year, the information needs to be presented <br />with a public comment opportunity before City Council. Staff has completed this report <br />and provides it for your consideration. <br />
