Agenda Item 20. <br />City of Brea <br />COUNCIL COMMUNICATION <br />TO: Honorable Mayor and City Council Members <br />FROM: Bill Gallardo, City Manager <br />DATE: 11 /15/2022 <br />SUBJECT: GENERAL PLAN AMENDMENT NO. 2021-02 AND ZONE CHANGE NO. 2021-01: <br />TO AMEND THE GENERAL PLAN LAND USE AND ZONING DESIGNATIONS OF <br />THREE HOUSING OPPORTUNITY SITES AND THREE ADDITIONAL POTENTIAL <br />SITES IDENTIFIED IN THE CITY'S 6th CYCLE HOUSING ELEMENT, AS PART OF <br />THE HOUSING ELEMENT IMPLEMENTATION EFFORT. <br />RECOMMENDATION <br />Staff recommends that the City Council take the following actions: <br />1. Adopt a Resolution (Attachment A) adopting the addendum to the previously certified <br />Environmental Impact Report (EIR) for the 2003 General Plan (Attachment B) and <br />determine that an addendum to the previously certified Environmental Impact Report (EIR) <br />for the 2003 General Plan is the appropriate environmental documentation for the Project <br />under the California Environmental Quality Act (CEQA) and that the addendum adequately <br />analyzed all potential impacts of the Project; <br />2. Adopt a Resolution (Attachment C) approving General Plan Amendment No. 2021-02 to <br />amend the General Plan Land Use designations of the six Project sites; <br />3. Introduce by title only and waive further reading of an Ordinance (Attachment D) approving <br />Zone Change No. 2021-01 to amend the zoning designations of the six Project sites; and <br />4. Schedule adoption of aforementioned Ordinance at the next regular City Council meeting. <br />BACKGROUND/DISCUSSION <br />As part of the City's 6th Cycle Housing Element implementation, this is a City initiated request to <br />amend the General Plan Land Use and zoning designations of six housing sites identified in the <br />City's 6th Cycle Housing Element (Housing Element). The subject housing sites include three <br />Housing Opportunity Sites (Focused Development Sites #7, 10 and 13) and all three Additional <br />Potential Sites (southern portion of 275 Valencia Avenue, 200 S. Associated Road, and 480 N. <br />State College Boulevard). The following entitlements are required: <br />1. General Plan Amendment (GPA) No. 2021-02: to amend the General Plan Land Use <br />designations of the subject six housing sites; and <br />2. Zone Change (ZC) No. 2021-01: to amend the zoning designations of the subject six <br />housing sites. <br />On October 18, 2022, the City Council received staff presentations, opened the public hearing on <br />the proposed GPA and ZC, received public testimony, closed the public hearing, requested <br />additional information, and continued the review of the proposed GPA and ZC to the future <br />meeting.
