Agenda Item 17. <br />City of Brea <br />COUNCIL COMMUNICATION <br />TO: Honorable Mayor and City Council Members <br />FROM: Bill Gallardo, City Manager <br />DATE: 10/18/2022 <br />SUBJECT: GENERAL PLAN AMENDMENT NO. 2021-02 AND ZONE CHANGE NO. 2021-01: <br />TO AMEND THE GENERAL PLAN LAND USE AND ZONING DESIGNATIONS OF <br />THREE HOUSING OPPORTUNITY SITES AND THREE ADDITIONAL POTENTIAL <br />SITES IDENTIFIED IN THE CITY'S 6 th CYCLE HOUSING ELEMENT, AS PART <br />OF THE HOUSING ELEMENT IMPLEMENTATION EFFORT. <br />RECOMMENDATION <br />Staff recommends that the City Council take the following actions: <br />1. Adopt a Resolution (Attachment A) adopting the addendum to the previously certified <br />Environmental Impact Report (EIR) for the 2003 General Plan and determine that an <br />addendum to the previously certified Environmental Impact Report (EIR) for the 2003 <br />General Plan is the appropriate environmental documentation for the Project under the <br />California Environmental Quality Act (CEQA) and that the addendum adequately analyzed <br />all potential impacts of the Project; <br />2. Adopt a Resolution (Attachment B) approving General Plan Amendment No. 2021-02 to <br />amend the General Plan Land Use designations of the six Project sites; <br />3. Introduce by title only and waive further reading of an Ordinance (Attachment C) approving <br />Zone Change No. 2021-01 to amend the zoning designations of the six Project sites; and <br />4. Schedule adoption of aforementioned Ordinance at the next regular City Council meeting. <br />BACKGROUND/DISCUSSION <br />The Housing Element is a State -mandated chapter of the Brea General Plan that addresses the <br />City's identified housing needs. The Housing Element describes, identifies, and analyzes the <br />City's housing needs and addresses the maintenance and expansion of the housing supply to <br />accommodate the households that currently live and/or may live in Brea in an eight -year <br />planning period. The current planning period is referred to as 6th Cycle, and covers the period <br />between 2021 and 2029. The City's 6th Cycle Housing Element was certified by the State on <br />September 8, 2022. <br />The Project proposes to amend the General Plan and Zoning designations of six housing sites <br />identified in the City's 6th Cycle Housing Element. The subject housing sites include three <br />Housing Opportunity Sites (Focused Development Sites #7, 10 and 13) and all three Additional <br />Potential Sites (southern portion of 275 Valencia Avenue, 200 S. Associated Road, and 480 N. <br />State College Boulevard). The purpose of the proposed General Plan Amendment and Zone <br />Change is to implement the City's 6th Cycle Housing Element and comply with the State law, <br />which requires jurisdictions to complete a rezoning Program if a jurisdiction's identified housing <br />
